Don’t rely on the regulatory quiet
Northern Ireland currently has no dedicated cosmetic-procedures licensing scheme and no under-18 toxin/filler statute; councils register skin piercing under general legislation and RQIA regulates defined clinical settings. Every other UK nation has moved or is moving, and treating NI’s quiet as permanent would be poor planning. Train to regulated-qualification standards and the eventual NI scheme becomes paperwork.
