Different journey, different law

The Scottish regime in four lines
- Independent clinics run by doctors, nurses, midwives, dentists (and, since June 2024, pharmacists) must register with Healthcare Improvement Scotland; unregistered pharmacist provision became an offence in June 2025.
- The Non-surgical Procedures (Scotland) Act 2026 (Royal Assent 12 May 2026) creates the UK’s first statutory regime restricting who performs cosmetic procedures.
- Designated lower-risk procedures need local-authority licences from 6 September 2027.
- Higher-risk procedures, including dermal fillers, will be restricted to healthcare professionals in HIS-registered premises.
Under-18s are banned from in-scope procedures under the Act, and ministers hold powers to set training requirements, which is why regulated qualifications are the only sensible Scottish training strategy. The licensing tracker guide maintains the full dated timeline.
