English law as it stands today

There is no licensing scheme in force in England for non surgical cosmetic procedures. The Department of Health and Social Care published its response on 7 August 2025, setting out a three tier red, amber and green model and placing botulinum toxin and dermal fillers in the amber tier. That is policy rather than law. It creates no licence, no register and no offence, and it cannot be complied with because there is nothing yet to comply with.

The Botulinum Toxin and Cosmetic Fillers (Children) Act 2021 does create an offence, and it is in force. Administering toxin or filler for cosmetic purposes to a person under 18 in England is criminal, regardless of consent, parental encouragement or how mature the client seems. What Leicester asks of you clinically

Leicester has one of the most diverse populations of any English city and the practical effect on a new injector is clinical rather than commercial. You will be assessing and treating a wide range of skin tones and facial structures from very early on. Photography and lighting that flatter one skin tone can hide early signs of a problem on another, patterns of pigmentation after injury differ, and the visual cues you are taught to watch for after filler placement do not present identically on every patient. None of that is a reason to avoid the work. It is a reason to be deliberate about how you learn to assess, and to be honest with a client when a treatment is outside what you can safely do yet.

Commercially, Leicester runs on independent, often family run beauty businesses rather than chains, and demand is strongly shaped by events and weddings across the year rather than being flat. A new injector almost always does better joining an existing business with a client list than launching cold, and the seasonal peaks mean the first year can look misleadingly good or misleadingly bad depending on when you start.

England places no restriction on the setting in which you may treat, which means the decision is yours and the responsibility is too.
